Enterprise Lean Master Contract Program

Updated program, effective October 1, 2013 through June 30, 2015

The Department of Administration has recently updated the Lean master contract program that is available for use by all State agencies and local units of government. The program is designed to allow agencies and other governmental units a mechanism to easily and effectively procure Lean consulting services. Note, this Program is available for use by State of Minnesota agencies and other government units eligible under the State's Cooperative Purchasing Venture (CPV) established pursuant to Minnesota Statute ยง 16C.03, subdivision 10. CPV members include, but are not limited to, counties, cities, school districts and higher education systems and institutions.

Program Highlights

Six pre-qualified Lean vendors are available to provide these services:

  1. FACILITATION: Facilitation of LEAN, LEAN Six Sigma, and Six Sigma projects (which may consist of Value Stream Mapping, DMAIC or Kaizen events, 5S projects, A3 events and other continuous improvement techniques).
  2. CONSULTING SERVICES: Consulting services to assist State agencies in the selection and implementation of continuous improvement techniques, including LEAN, LEAN Six Sigma, and Six Sigma.
  3. TRAINING: Continuous improvement training for selected projects, programs, leaders, and other individuals. The training should permit maximum flexibility to the contracting entity in implementing LEAN or related continuous improvement principles by allowing the user to pick and choose from the available services, from a full project training session to an abbreviated format to provide a primer for agency employees.

Management Analysis and Development (MAD) Consultants

Services: Offers custom-designed services in business process redesign and reengineering; organizational development; program evaluation; coaching; change management

Experience: MAD consultants are internally-trained Lean Kaizen facilitators, with one Six Sigma black belt on staff. As state employees, MAD consultants understand the unique demands of working and managing in state government. MAD has been providing fee-for-service consulting to state agencies since 1985 and have experience in a wide variety of improvement projects.

Price: $125/hour or $1000/day

Special Considerations: Pre-contract consultation meetings are free to the agency. After a client accepts a proposal, MAD's business office processes an interagency agreement.
